Stop nuthugging. He got the award 3 times (2006, 2008, 2009) by people who actually do ratings regularly. The off year he missed, 2007, he gets voted for it by the WBHOF, who did not recognize him as such in the 3 years he actually deserved it. The real FOTY for 2007 was Floyd Mayweather Jr.

You're nuthugging because you're exaggerating paper accomplishments. The fighters mentioned above did far more important things. For one they were all undisputed Champions in at least one division. Pacquiao has never been that in any of his 7. You can talk about his lineal titles but really in only one 1 of them (Featherweight) was it actually really impressive. The other guys were clearly not the best in their division at the time, or he deserved to lose the fight.

7 weight world champion my ass. There's 4 titles in every division and Pacquiao won most of his titles off of paper champions. Stick to undisputed, unified and lineal championships.

The only real divisions he should be declared champion in is flyweight, featherweight, super featherweight (even though he won it by a highly controversial decision) and light welterweight.

The other divisions - no.

Every one of those fighters mentioned is greater than Pacquiao.
