So its a slightly disingenuous way to put it to make it sound like certain people cant vote. Nobody's voting rights have even taken away in this case....
The only cases I've heard of people having their right to vote is when states like Florida had removed the rights for felons to vote....and people claimed it was to stop a lot of black voters. But that rule was for felons, it applied to every colour. So anyome who believed it was to stop black voters is really saying black people commit more crimes.
