In some cases, it's actually mandated by law, believe it or not.
In Austin, this is very common. Its mandated what percentage of units must be for low income people.
If you refuse, you simply dont get a building permit.
For whatever reason, its not a very well known policy. I actually know people who live in very expensive apartments who have no idea they share their complex with welfare ****.
Austin also does it with houses too. Last place we lived I heard we had welfare **** living down the street in subsidized city housing.
We had no idea, as the house looked normal enough, no signs or anything. But when we ran a search for the property owner, sure enough it came back the city owned that house.
We were paying around $1500/month and we had welfare **** a few houses down living for free. Screw that.
We didnt stay there too long.

It's his property, so the choice should be his alone. Period.
I do know in some places you can actually pay your way out, which I'd wager is what the apartment building in question here did.
You simply pay a fine, but you avoid the hassle of renting to welfare ****. Of course it's no small fine.
