In Austin, this is very common. Its mandated what percentage of units must be for low income people.
If you refuse, you simply dont get a building permit.
For whatever reason, its not a very well known policy. I actually know people who live in very expensive apartments who have no idea they share their complex with welfare ****.
Austin also does it with houses too. Last place we lived I heard we had welfare **** living down the street in subsidized city housing.
We had no idea, as the house looked normal enough, no signs or anything. But when we ran a search for the property owner, sure enough it came back the city owned that house.
We were paying around $1500/month and we had welfare **** a few houses down living for free. Screw that.

I'll say this, they weren't bad neighbors but they did fit some welfare rat stereotypes.
They did have a car on blocks with a tarp over the engine bay, as they'd swapped out that cars motor into a ricer car and just left it there.
Also, on Canelo fight nights it was packed over there and they'd be parked up and down the street.
Youd be hearing the Tejano music and the yelling. On the Mayweather fight it was nuts. They must have had 20 cars of people show up. Drunk Mexicans were staggering up and down the street after that fight.
Other than those Canelo fights and the car on blocks, they were decent enough neighbors I guess.

Grandparents and/or elderly parents will secure a luxury apt and move their adult children in.
There is an income inequality in the USA but giving away money and education isn't going to fix it.
1 of the most irritating things I hear from politicians like AOC is the need for free education and loan forgiveness.
The US as a whole needs to do better with educating kids from middle school to High School. Not college. College isn't for everyone. Kids should learn a trade in high school OR graduate with an equivalent to an Associates degree in business.
Life skills like how to manage money, credit, apply for loans, should be taught throughout jr. High and HS.
Anyone can graduate High School in the USA. If we are going to pass out diplomas, let's at least set up the future with something to fall back on.
