I firmly believe that this was all about gamesmanship gone awry and had nothing to do about PEDs, drugs, etc.,. If he really wanted to clean the sport he could have started with his comeback fight with JMM and made it his mantra. It would have been the perfect MO to win fans again. "PBF is back to clean up the sport of boxing, blah, blah."
Why only request it with Pacquiao and not with JMM, who he fought for his comeback fight? Here's why, in my opinion.
After fighting each other in a closely contested rematch, both JMM and Pacquiao moved up, winning in impressive fashions. Actually, in my opinion, JMM's victories over Joel Casamayor and Juan Diaz were far more impressive than Pacquiao's victory over the limited David Diaz and a weight drained ODLH.
The difference between the two is that JMM was at the tail end of his prime, while Manny at 30, was just basking in his. And PBF knew this. That JMM was no threat anymore and at 146, was even less of a threat. Hence, no request.
With Manny, he saw a fighter who is on the rise and a much greater risk to his unbeaten record. It doesn't mean he thinks that Manny can beat him, he just thinks between the two, Manny has a better chance than JMM.
Manny proved it even more with the annihilation of Ricky Hatton in two and the stunning TKO over Miguel Cotto. PBF needed every advantage that he could get and if it meant that he defeats Manny mentally before they step in the ring, so be it. You must remember, it's always been a part of PBF's strategy. He's doing it right now against Shane, bringing up his divorce and other personal matters. The mental beatdown of Ricky Hatton was one of the best since Ali called Frazier a "big ugly gorilla" on live tv. In fact, he turned Hatton from a down-to-earth guy to one of the most annoying persons in the planet. PBF got into Hatton's head so much he didn't know who he was anymore. Ricky's behaviour at the weigh-ins was so uncharacteristic, even Teddy Atlas said that PBF had won this round.
PBF may talk brash and trash talk his opponents, but once he steps in the ring, its all business and professionalism for PBF. In the ring, the 2nd phase of his strategy kicks in, which is, the boxing gameplan, which always works to perfection. Watch the way he dismantled Hatton in RDs 4 and 8 after giving Ricky abit of confidence in the early rounds.
PBF is the smartest man in boxing, in and out of the ring. Unfortunately, his plan backfired. He was dealing with a man from a different culture with a different set of values, morals and traditions. I'm not saying they're the right values or morals, but what I'm saying it's different from what PBF and his team were accustomed to. Culture matters, especially in business. Particularly in business, I should say. There are protocols. And this was a business deal gone bad.
I have no doubt, however, that if and when the NSAC or any boxing commission where Pacquiao is fighting implement random blood and urine testing, he will comply. No doubt. I'm not saying he will pass, but he will comply.
For the record, I think PBF beats both Shane and Manny by UD. Unfortunately for me, I'm rooting for both Shane and Manny.
Also, when was Manny petty about money? Is asking for a raise that you deserve being petty?

Did you address the fact that there is ZERO evidence that Pacquiao does not like money (besides his turning down the Mayweather fight over the drug test) and if anything there is evidence of the contrary? No. So what's exactly your point?

But again, regardless of what anyone says. Any man who's that against being tested for PED's deserves whatever criticism he receives afterwards.
