Chavez was a basic, take 3 punches to land 1 inside fighter. He did have a granite chin and great cardio at 135 and under though. That style doesnt translate when fighting a quick powerful fighter.

But IMO it is an odd question to ask, because unless someone can say different, there were no real obstacles in Campas' way and he didn't end of an ATG. So why ask 'could he have been great.'
Isn't it necessary to first argue something hampered him and/or denied him the proper opportunities?
I don't see that argument in the wording of the OP.
So isn't the simple answer: no he couldn't have been great because he wasn't.
