I am surpsied no one has said Quarry.

It's true that he was great. But not a champion.

Mostly it's because he was undersized. But with a bigger punch - a la Dempsey. Or with refined defense - like Byrd. He could have done more.

He really was a tremendous fighter. The heart of a lion. With a little more fire power, and more complete defense who knows what he could have achieved.
