With what Ward said, should he then fight tune-ups for a few years till GGG or (fill in the blank) builds a resume? I'm not understanding the logic of not fighting "hot" fighters. If his goal is to catapult past Mayweather, but there's no opponents to do that against because of lack of resumes....then what? I hope he sits at 168 and repeats this statement till he retires.

Ward's doing the right thing right now in fighting Rodriguez. He's had a long layoff and needs to shake off some rust (or at least check to see if there is any), before getting back into the mix. He is rightfully regarded as the no.1 SMW but if he wants to cement his claim to the p4p no.1 spot, he needs to leave his hometown and be fighting the likes of GGG (at 168), Stevenson (at 175), Kovalev (at 175) and Froch again (at 168 (should he get past Groves)).
A win over those 4 would probably see him to the no.1 spot because Floyd by then will likely have retired. That said, I think Floyd would remain at no.1 if he chose to fight on because of his current resume, and the opponents he's likely to fight next (Khan, Garcia, Cotto, Trout, Lara etc...), are all going to add further weight to his already stellar record.
Lets see what he decides after Rodriguez. I can't ever see him overtaking Floyd, but he could at least establish himself as the clear no.1 for when Floyd retires if he stays active and takes the right fights.
