i think when a fighter goes to high and has too much disadvantages going against him and too much too overcome, you will never see his full talents think you will see a fighter at his best against a top opponent when size or more or less similar, like maybe a little smaller but doable.
Not every fighter is the same, you can't have a universal agreement on this, you have too look case per case,

why ,good power but naturally bigger men can handle it better,
already height and reach disadvantage,will be a lot at 135 already because although he's heavy and strong, height and reach are not helping him,
140 will be too much,why ;elite their will be able to take his power, will hit harder, maybe technically as good or better, and then the height and reach will be too much much for his power to make it fair at the top,he has to extremely good just get in range and land, you can't do that against all fighters he has too much stacked against him to see him at his best or giving him a fair shot to win, that would be too much if he doesn't grow
Terrence Crawford, definitely not the biggest guy at 147,but he can be competitive thereof he doesn't grown, he might be able to fight @154 although i would think it could be too much, the current fighters are pretty big,it would be stretching it, and he might lose, he might win against some, but it he doesn't keep growing, it might be doable, but it will start to get very difficult for him,160 too much
Errol Spence,Full grown, big at 147,since he's not growing anymore i think 160 will be probably where he should stops he doesn't grow taller, i think if he doesn't grow he will be one of the simmer middleweights,Canelo is bigger then hime and he's definitely not the biggest middleweight there is, maybe take a paper title against a bad champion 168,but i think 160 will be his Limit where he can be at his best
Some people also get their grow spurt very early in age, they will already have reached their full height and never grow a lott taller again, for them it will be difficult to move up in weight classes,if you don't add height and keep going to heavier weightclass,you will end up looking like Garcia,more fat
but people like Pacquiao,Floyd and other fighters who won many titles,kept growing taller gradually probably until their early 20's or when ever people stop growing, they can move upon they need to move up, because their body outgrows a weightclass,pacquiao only achieved so many weightclasses because he had that going for him, besides that he was good, if he was full grown an 18,he would have never done so many weight classes.
Then there are other natural thing you are born with that can help to go above your best weights pillow filter like maliniaggi would have no business moving up, they already ran thru his punches at 147.
Look at Broner and Porter,Broner too small for 147,maybe he could do better if he was mentally elite, but even if he was, against another elite fighter like Spence he would probably lose, even he he was at his best, threw many punches, the odds are stacked against him, but ok 147 doable 154 too much,
Porter has the same problem as Broner,big bulky guy, strong build, not tall enough, he already always has to fight bigger men with longer reach,140 would be ideal for the fighters, their at a disadvantage at 147 but it's doable,154 would be too much.
For Lomachenko it's also clear, the only reason he hadn't lost is because he's technical ability wins him the fight as any other fighter fighting above it's natural weight, all his fights at 135 he gave up reach and height, maybe Crolla was an exception, and it's obvious looking at him and his opponents, not only that he isn't build very bulky strong, he's athletic,like his bones are not to thick,140 would be too big too much, too enjoy the best Lomachenko you could see,he would be fighting more against the disadvantages then his opponent,

Floyd is a 5 division champ though with a list of HOF fighters on his resume. He didn't need to move up to MW. Loma either has to stick around and weight for HOF level fighters to move up or surface at 135 or keep moving up.

Hagler beat Hall of Fame and Hall of Fame caliber fighters. That is what makes him an ATG. How did Pacquiao get by without the height reach and broad shoulders of Mayweather?
I laid out who he could potentially fight at 140 in a previous post. In addition to the champions at 140 there are some younger guys at 135 that will surely be moving up to 140 like Lopez and Haney.

Like me, most people on this site appreciate lomachenko. Just because they do not think that he is the number one pound-for-pound fighter in the game or an ATG doesn't mean that they don't appreciate him.
Even if he were to beat all those top guys, he'll never be as big of a star as Pac,Floyd,Joshua Canelo and Pac were, you cannot predict who will be a star,
you know back in the day in school you just had popular dudes that for 1 reason or the people flocked too or made him popular, or just some very beautiful girls on instagram with not a big number of followers and other equally beautiful are more popular for some reason.

Porter,well spoken, decent,resume not decent, not a world beater but decent,
fighters like Barrera and Morales,resume,skills exciting,
they are all very popular but they didn't reach heights of the Pacquiao's,,Joshua's,Mayweather's and alvarez in this world in terms of popularity that creates the biggest PPv stars in the world.
Lomachenko has everything except maybe a fantastic personality, but Canelo's personality is also not as big as McGregor or mayweather,but for some reason it works for him,
Skill wise and exciting Loma has it all, resume will be good but he started late, and the talent in Pacquiao and Mayweather's time isn't there in abundance as it wash will be a boxing star,loved by real boxing fans, but he will never be the biggest of stars, and that's ok, i'm not really a fan or it doesn't make a difference to me, if a fighter s the most popular fighter on the planets like fighters because their good, same with rap,Nas never was the most popular rapper, but he made some of the rap music ever created
